Planned Dexter (Delphi 2006) support

We plan to support Dexter (Delphi 2006) as follows:

• LMD-Tools from version 7.03 on (Delphi, C++ for Win32, VCL.NET)
• LMD-Tools SE from version 7.03 on (Delphi, C++ for Win32, VCL.NET)
• All current LMD-Tools sub-packages (Delphi and C++ Win32; also VCL.NET except LMD ScriptPack).
• LMD ElPack 5 (Delphi and C++ for Win32)

For LMD ElPack 4 updated package files for Dexter will be made available and Delphi support will be tested (use for C++ personality will be possible but not fully tested).
